Well, I was walking around there today and it's at least an unknown megalithic fort if it's not a starfort. A little bit more on the left there is another lookalike abandoned square.
Another thing I noticed are the big megalithic walls I saw in parks all around the city.

You can clearly see two "star corners", and in the middle of that park is the Imperial Palace... Makes you think...
