The people who 'owned the star forts'

Forgive me, I am again referencing a post by a member named 'World War 1812' over at Stolen History.org: https://www.stolenhistory.org/threads/w ... rs-ago.33/
From the post:
"Al-Cazar, Al-Qasr, Caesar, Kayser are all related terms. We also have Casar/Qasr (arabic) term for castle or fortress. Also of note are the peoples named Cathar/Khazar, which can also be translated as those who own the castles."
It appears that all these terms could give reference to the star fort phenomenon since the terminology is so ubiquitous. On the other hand it might just be alluding to a seat of power, but it strikes me as pointing to a type of physical structure.
